Khyber Pakhtunkhwa Lissaail-e-Wal Mahroom Foundation has evolved from Tanzeem Lissaail-e-Wal Mahroom, which was a special initiative of the Provincial Government, launched as a developmental project back in 2006-07 for providing relief to the indigent & dispossessed segments of the society including orphans, widows, persons with disability and the poor. The Tanzeem had a 08-member Governing Council (headed by its Chairman) constituted with the approval of the Chief Minister Khyber Pakhtunkhwa. It was working directly under the Chief Minister Secretariat for operational purposes, while for budgetary allocation it was placed initially in the Health Sector (Health Department) and subsequently under the Social Welfare Sector (Social Welfare Department).

The Tanzeem would provide welfare oriented services in three sectors i.e. Education Sector, Health Sector & Social Welfare Sector. Gradually, its welfare activities/operations expanded significantly, requiring higher quantum of funding. As a result the then Chief Minister Khyber Pakhtunkhwa announced/approved allocation of Rs. 600 Million for three years i.e. Rs. 200 Million per year, during a Presentation made to him on TLSWM in June, 2011. Accordingly, the allocated funds were provided/released to the Tanzeem every year (i.e. FY 2011-12 to 2013-14).

The project (TLSWM) performed remarkably well, which can be gauged from the fact that during the project period 2006-07 to 2013-14, a total of 10,30, 501 beneficiaries including orphans, widows, persons with disabilities, indigent & dispossessed people availed the benefits/facilities/services under its three working sectors as reflected below:

i. Health Sector: 10,11,093 (patients provided Free Medical Treatment at major Hospitals/Free Medical Camps) ii. Education: 8920 (Orphan awardees of Primary level and Post Matric level Scholarships) iii. Social Welfare: 10, 488 (trainees of Skill Development mostly orphan girls/ Widows etc.

The project has now been merged with the “Deserving Widows and Special Persons Foundation” and the Provincial Assembly enacted the Act for the “Establishment of Lissail-e-Wal Mahroom Foundation” in 2015. The Provincial Government has provided Rs. 500.00 Million as an endowment fund for the Foundation. An additional grant of Rs. 152.00 Million (in a phased manner) has been approved for activities of the Foundation. Funds amounting to Rs. 200 million have also been earmarked in the current year’s budget.
