PROVINCIAL COUNCIL FOR REHABILITATION OF DISABLED PERSONS (PCRDP) KHYBER PAKHTUNKHWA.

 The Provincial Council for Rehabilitation of Disabled Persons (PCRDP), Khyber Pakhtunkhwa has been established under Section-5 of THE DISABLED PERSON (EMPLOYMENT & REHABILITATION) ORDINANCE 1981, in the year 1991 vide Notification No. SOIII (SWD)/4- 21/2010/7178-7228 dated 20-12-2010.

STRUCTURE OF THE PCRDP
Structure of the Provincial Council for Rehabilitation of Disabled Persons (PCRDP) , Khyber Pakhtunkhwa is as under:-

Secretary of the Council:        Director, Social Welfare, SE & WE: Khyber Pakhtunkhwa.

AIMS & OBJECTIVES OF PCRDP:
*       To formulate policy for the Employment & Rehabilitation of the Disabled Persons in Khyber Pakhtunkhwa.
*       To evaluate, assesses and coordinate the execution of its policy by the Provincial Council.
*       Responsibility for the achievement of all the objectives of THE DISABLED PERSON   (EMPLOYMENT & REHABILITATION) ORDINANCE 1981.
*       Registration, assessment and employment of Disabled Persons.
*       Recovery of remittances from the establishment in lieu of non- employment of Disabled Persons.
*       Rehabilitation of Disabled Persons not fit for employment/job.
*       Training of Disabled Persons.
*       Provision of prosthesis to Disabled Persons.
*       Provision of Mobility Aid to Person with Disabilities.
*       Establishment of Training Centers.
*       Financial assistance to Disabled Persons.

 

SOURCES OF THE FUNDS
There is a fund known as fund for the Rehabilitation of Disabled Persons (DPR), which has been defined under Section-17 of the Ordinance. There are three sources of funds:
a. All sums paid by the Establishments under Section-11; of the ordinance.
b. All grants if any, made by the Federal government, Provincial Government or Local Bodies; and
c. Donations, if any, made by private individuals.

Provincial Council For SUBMISSION OF INFORMATION REGARDING STAFF STRENGTH TO PCRDP.
• Under section 14 of the disabled persons (EMPLOYMENT AND REHABILITATION) Ordinance 1981, it ’ s the legal responsibility of all public establishments to furnish information to PCRDP regarding staff strength i.e total sanctioned staff, number of disable persons required to be employed against 2% quota, shortfall, remittances deposited to PCRDP. This office approached all administrative secretaries, head of attached Department and EDO ’ s for submission of the above requisite information but the response from all most offices are not satisfactory.

IMPLEMENTATION OF 2% QUOTA RESERVED FOR PWD IN EMPLOYMENT.
• Under section 10 of the disabled persons (EMPLOYMENT AND REHABILITATION) Ordinance 1981, it is the legal responsibility of all public establishments and private organizations in the province to employee disabled persons against 2% quota reserved for them in appointment. This office approached all competent authorities in the province but the 2% quota has not been observed in letter and spirit.
• In this connection Administrative Department was approached vide Letter No. PCRDP/401/Vol: 12/DSW 2366 dated 26-03-2014 that all Administrative Secretaries /Heads of the attached Department and all appointing authorities may be approached to get NOC  form PCRDP before floating advertisement, for appointment against vacant post, that his Department or organization are not defaulter in observing 2% Quota and no outstanding remittance awaited /due against their respective Department /Organization.

COLLECTION OF REMITTANCES FROM DEFAULTING ESTABLISHMENTS.
• Under section 11 of the disabled persons (EMPLOYMENT AND REHABILITATION) Ordinance 1981, it is the legal responsibility of all public establishments and private organizations in the province who do not employ disabled persons as required by section 10 shall pay in to the funds PCRDP each month. This department requested all competent authorities in the province to ensure depositing remittances to this office but the response from all most all public Departments is not satisfactory. Millions of funds could be collected if all Principal Accounts Officers, administrative secretaries, head of the attached Departments and EDO ’ s  insure to deposited the same remittances to PCRDP funds, which could be utilized in the best interest of disable person. In this connection Director Audit Khyber Pakhtunkhwa, Director Local Audit Fund KPK and Director District Audit have been requested to insure collection of remittances through audit where applicable.
